The Creeper is unable to transform back into his Jack Ryder identity and is being driven insane by Dr. Yatz's serum. Taking advantage of this, Yatz's son Ishmael has the Creeper take a "cure serum", which would allow him to transform back to normal, but in fact is making Creeper lose his conscious mind. Batman becomes involved with the case after Creeper violently attacks him while trying to steal chemicals.
